Sen. Keith Grover has proposed changes to the laws around school district reconfiguration. He recently submitted an article to the Lehi Free Press detailing some of his ideas. He reiterated that these are likely to change, and welcomed input from the community.
Some of the highlights include:
- Extending teacher pay guarantees for 2 years, instead of 1
- Changes to how a reorganized district can move forward after another part of the district votes to break away
- Allowing municipalities to create their own district
- Involving the State Auditor in the process of reconfiguration
- Ensuring there is no delay in approving bonds for the new school districts
- Not allowing schools to be closed during a reconfiguration
- Involving the Office of the Legislative Auditor General to resolve disputes instead of expensive litigation
Some of the proposed changes are welcome. Other changes appear to need refinement or to be removed altogether. The one change that seems to cause the most concern seems to be allowing city councils to break away from a district without the vote of the people.
Citizens are encouraged to reach out to Sen. Grover and other elected officials to voice their concerns or support for changes.
